By attending monthly meetings with the Spanish Speaking Business Association, Arnold hopes to extend that gesture to business owners and open communication with them. Chambersburg Mayor Peter Lagiovane praised Arnold for his outreach to Hispanic residents, and to "every section of our community." "He's been very active with the neighborhood watch program we've started, and with reaching out to Hispanic business owners," the mayor said.

"He's brought so much to this department. He's really done a great job." Expanding the department Early into his tenure, Arnold said he planned on increasing the department's staffing from 34 to 36 officers, as well as securing a larger headquarters building. The department is expanding to an annex next door at 136 S. Second St. to give the officers "more breathing room." Arnold expects the move to happen at the end of the year or early 2010.

As for a new station, that could take some time. The chief has discussed the idea with council, but for now money remains a barrier. In the meantime, the department will be growing by one officer, Matthew Lynch, whose time in the police academy was interrupted by the military when he was called to Iraq last that now." He has taken steps toward accomplishing his other goals, particularly when it comes to conversing with the community's nonEnglish speakers. Bilingual communication When Arnold took the helm last September, he said one need he recognized is to diversify the police department so that it is more reflective of the community it serves. Specifically, he wants to hire bilingual officers and 1 teach other officers to better communicate with the borough's growing Hispanic population.

The department has not added any officers since last September, but Arnold has organized Spanish command classes. Two officers are taking them, and although they're not fluent in the language, they are learning how to ask certain necessary questions and make certain commands. "We need to be able to ask (Hispanic residents), What's your and Where are you going tonight, sir?" Arnold said. "We need them to learn English, also." The chief fis working with Chambersburg Borough Council members to alter the civil services regulations in the borough code so the department can hire bilingual officers. That is still under review, he said.

Arnold hopes that as Spanish-speakers see the police make an effort to Lynch is now back in the academy and is expected to graduate in November and join Chambersburg Police shortly thereafter. If council approves hiring of a second officer, the department might advertise the position in the New York Post. Arnold said the population of the borough's police department does not represent the population of the borough as accurately as it could. By advertising the position in New York City, the department is more likely to get bilingual applicants or minority applicants. "Obviously, we always want to receive all good, qualified individuals," he said, "but if we can find a bilingual officer (who meets the qualifications), that's even better." He looks forward to the day when he will not have to look outside of the borough to hire officers it is always goal to bring locals into the force.

As local Hispanic children attend Chambersburg area schools, they are learning English while still learning Spanish from their parents, he said. In the near future, the department could be hiring those students to serve their own community. Increasing police presence summer. Increasing the number of officers will enable downtown businesses to better thrive, the chief said. The department is trying to run as many "Take 30" routines as possible, having an officer park in a neighborhood and walk around Filming of Jon Kate' kids halted NEW YORK (AP) TLC network has shut down filming of the children on "Jon Kate Plus 8" after receiving a cease-and-desist order from their father, Jon Gosselin.

In a statement, the network said production would remain suspended "pending further conversations" between both Gosselins, who are parents of 5-year-old sextuplets and 8-year-old twins. Filming not directly involving the kids is ongoing, TLC said Thursday. "It appears that Jon's priority is Jon and his interests," his estranged wife, Kate Gosselin, said in a statement on priority remains our children and their well being." The Insider Web site reported Thursday that Gosselin demanded through his lawyers that the TLC production crew vacate the Dorothy M. West Arnold A From Page IA for half an hour. They are concentrating their efforts in the downtown business district, to help tourists and business owners feel safer, which Arnold thinks will improve commerce downtown.

"There's a lot of things about a downtown I think are unique," he said, listing the community atmosphere and unique architecture that cannot be found in township shopping malls. "The way to sustain that (new business) is you've got to have the security to protect it." Take 30 patrols are complemented by a ramped-up number of aggressive driving citations. Officers are working overtime hours to target the types of driving behaviors that typically result: in crashes, Arnold said. In 2009 to date, Chambersburg officers have issued more than 200 aggressive driving citations. The chief hopes the increased effort to target those drivers will reduce the number of crashes on borough streets.

The state reimburses the borough for the overtime hours officers put in for aggressive driving. "(Arnold's) knowledge of state programs and grants, and his ability to initiate new programs," makes him an asset to the borough, Lagiovane said. Two state Justice Assistance Grants he secured are buying security and technology upgrades to police facilities. property of the family home in Wernersville, Pa. Wed for a decade, the Gosselins filed for divorce in June, after weeks of reports of marital discord and infidelities, which both spouses denied. The couple made their separation official on a "Jon Kate" episode seen by 10.6 million viewers. But the series, which premiered two years ago, had originally clicked with viewers for its heartwarming look at the challenges of raising eight young children. In her statement, Kate Gosselin said, "I'm saddened and confused by Jon's public media statements.

Jon has never expressed any concerns to me about our children being involved in the show and, in fact, is on the record as saying he believes the show benefits our children and was taping on Friday with the kids." On Monday, TLC announced that the weekly series would be renamed "Kate Plus Eight," with a reduced involvement by Jon Gosselin, though he remains under "an exclusive contract" with TLC. In her statement, Kate Gosselin said, "I do the show for my family because I believe it provides us opportunities we wouldn't otherwise have. Jon used to share that belief until as recently as the day the network announced the name change of the show and indicated that Jon would have a lesser role in the show." Gosselin's lawyer, Mark Jay Heller, did not immediately return calls to The Associated Press. TLC is owned by Discovery Communications, LLC. Need Help at Home?
